The Perils of Stagnation

Analysing the Impact of the Lack of Ongoing Training for Airport Security Personnel

Surprisingly, some airports neglect to keep their security X-ray screeners up-to-date with training and refresher courses. A recent incident exposed such non-compliance with hold baggage screeners. The airport in question is currently used by twenty-seven airlines, mostly international carriers.

Non-compliance in training and fresher courses for security baggage screeners can have severe ramifications for individuals and the organisations involved. Security baggage screeners are responsible for ensuring the safety and security of passengers, staff, and aircraft by detecting and preventing prohibited items or substances from entering the airport or the plane. They must comply with various laws, regulations, industry standards, and ethical guidelines. Non-compliance can result from a lack of awareness, inadequate systems, ineffective monitoring, or intentional violations.

Some critical consequences include:

Security Risks:

Inadequate training and non-compliance may lead to a lack of understanding of security protocols and screening procedures. Security screeners might overlook potential threats or fail to identify prohibited items in baggage, compromising overall security.

International Regulatory Compliance:

Failure to comply with training standards may result in non-compliance with international aviation security regulations, leading to fines, legal actions, or the suspension of security accreditation.

Damage to Reputation:

Incidents of non-compliance can tarnish the reputation of security agencies and the aviation industry.

Public trust in the effectiveness of security measures may be eroded, impacting the reputation of airports and airlines.

Training Program Revisions:

Non-compliance may prompt revisions to training programs, leading to additional time and resources spent updating materials and procedures.

Continuous adjustments may be necessary to address shortcomings identified through non-compliance issues.

This could lead to restrictions or sanctions imposed by regulatory bodies, affecting an airport’s ability to operate globally.

Operational Disruptions:

Inefficient screening processes can result in delays and longer wait times for passengers.

Non-compliance may lead to reduced throughput, impacting the overall efficiency of airport operations.

Passenger Safety Concerns:

Non-compliance can result in inconsistencies and errors during the screening process, posing a risk to passenger safety. Failure to follow proper procedures may lead to incidents that jeopardise travellers’ well-being.

Ongoing Training Challenges:

Non-compliance may highlight gaps in security personnel’s ongoing training and professional development. Continuous improvement efforts may be required to address these challenges and ensure a consistently high level of performance.

To mitigate these ramifications, it is crucial to establish robust training programs, enforce compliance with security training protocols, and regularly assess and update procedures to adapt to evolving security threats. Therefore, security baggage screeners must undergo regular training and refresher courses to update their knowledge, skills, and practices to ensure compliance with the relevant requirements and expectations.

The case referred to above resulted in two managers’ dismissals, and all screeners received five days of refresher training. The dismissed managers were accused of falsifying training records, failing to supervise exams, and allowing untrained personnel to screen baggage.

The industry-leading computer-based X-ray simulator Simfox, developed by Renful Premier Technologies, provides training and testing of X-ray screeners. The results are instantly available to users, and supervisors can review the data. It can be coupled with OpeReady, a compliance management database that maintains records, schedules training, and alerts management when there is a risk of non-compliance.
